Completely normal. The game is not capable of using all of the cores on a 4770k, 50% is actually really good. It is 100% impossible to get 60fps at all times no matter what hardware you have.

I agree with that, 60FPS on Ultra in pvp --> no way.
If you lower a few settings, OC a bit then you might be able to achieve this. But Full HD & Ultra is currently just not possible as your CPU will bottleneck before your GPU even gets to start working at full power.
ESO does not use more than 1 thread at one core for rendering, so that your GPU has to constantly wait to do its job.
35 in PVP is actually quite good, by turning off Vsync you might get a few more.

Agree. On my screenshot you can see in left top corner FPS. I was stand in black road keep,you can see 75 fps. So i could tell to peoples that i have 75 fps in cyrodil....

My computer is actually a teeny bit better than that. I can definitely see 90-100FPS in the indoor areas. I usually run at or near 60 (I normally keep vsync on unless testing) in most situations (even crowded cities only drop me to 55 or so). That said, I have not tried PVP yet, so I imagine it will drop more there.
But yeah, it sounds like they are getting 90-100FPS in an indoor area and either "assuming" that it is like that everywhere, or just trolling and trying to make less knowledgeable people believe they have a super computer or something.

I would like to hear explanation too how you get 90-100 fps almost everywhere.
That said I have not monitored my fps for little while so I just might do that today once again. I have hardly gone above 60 fps. Of course it might be that I don't have powerful enough PC.
(i5-4670k, GTX 780, 8GB 1600Mzh, Samsung EVO SSD, temperatures stay below 60 celcius)
