Can Veterans help low levels complete dungeons?

The reason why I'm asking this is I cannot seem to help my friend through Fungal Grotto.
I am Veteran 6 and have completed it twice, once for Level 1-50 and once for Veteran 1-5.
Now whenever I try and help parties complete it or just want to help and explain, the Goblin King will not drop his skull.
We have tried many things, like logging out, abandoning quest, having me leave just before he dies but it has not worked.
I know at Veteran level Fungal Grotto completely changes, but why can't I help low level players do this?
Is this the same for all dungeons? Once you complete them on Veteran you cannot help non Veterans.
Or is Fungal just bugged at present?
This is a real concern if this is as designed, as I can't help my friends or other low players or members of my guild.
Sometime I just want to take a break and helping new players do a World Boss or a Dungeon is fun.

Well, he won't drop his skull for you if you've already done the quest. Are your group members actually getting involved in the fight?

Yes. Like I said we have tried a lot of things.
They have the quest and it doesn't drop.
So you are saying you have done this after completing Veteran grotto and it has worked?

Yes. Completing the veteran dungeon has no effect on the regular version of the instance. They're two entirely separate dungeons.

Well, back to the drawing board I guess.
It is not dropping for some reason.
Guess we will have to keep trying.

They need to do a certain quota of damage to gain access to looting the boss, which should have the quest reward for them.

If you are killing the boss too quickly without them contributing enough to the fight, they might not be able to loot it even if it's for the quest.

Some bosses you just have to get a hit in, but others need to get something like 20% damage in.
