A question about Bookshelves 'skillups'

I noticed that sometimes "reading" a bookshelf that I have already read several times before without getting a 'skill up', suddenly will do. Is it level based? As in, if I read a particular book from a shelf at lvl 10 won't give level any of my skills but if I do at 15 it will?
