How do you enter other faction areas at veteran rank 1?

Alephen✭✭✭not really at veteran levels. (i did this at 48)
when you finish the final main story quest cadwell offers a new quest in the harborage (he opens a portal, but after the first trip, you can wayshrine there) to go to the next faction area, when you complete that, you the are allowed access to the last faction.Edited by Alephen on May 11, 2014 12:21PM0 -
