I have been messing about for a while now and this is based on using enchants made specifically for the correct gear level
Gear with100% of enchant value)
Helm
Cuirass
Greaves
Gear with < 50% of Enchant)
Boots
Pauldron
Gloves/Bracers
Sash/Belt
This is insane as it means the difference between a weak (Ta) and a Legendary are only about 8 points on these gears. That is somehow not right....
So the higher you make the glyhs the MORE loss you take when applying to the lower set of items.
Now that is all very well.... but then dropped items in the game have the same enchants but up to 30% higher than the top gear set.
So you make an Epic Health Rune with +82 health. On a dropped set of health epic health boots in the same level range you get 90 health and up to 105 if the Infused Trait is there.
So much for crafting better gear...........
