For those of us who played WoW, an engaging storyline is much less monotonous than doing the same dungeon a few hundred times.

You are missing the point.
The point isn't whether some players want to grind levels solely through dungeons. When you reach level cap in mmos, you have more options with content.
By making VR1-2 as not viable for VR dungeons, players actually have fewer options by leveling to 50/VR1 in eso.

You are missing the point.

They're still viable, but the players have to be extremely good and/or grouped with higher-level players. I cleared Spindleclutch with a group of VR2s, so all they've done is made a dungeon marked for VR1-5 appropriately punishing.
