Ember Explosion vs Whirling Blades

According to the tooltip my whirling blades should do 99 damage to all enemies around me.
My Ember Exmplosion should do 93 according to its tooltip.

However in reality it seems Whirling Blades is greatly outperforming Ember Explosion as far as the damage is concerned. Why is that?

Because Whirling Blades does extra damage to enemies with less than 100% health.
