Silly Question about VR10

Just to clarify, once you hit VR10 in the current live build, I'm assuming that's it, no more VP. Just like other MMOs with max levels, usually once you hit tem (say 60 in level) there was not "leveling through" to be done.
Or is it that you can get 99.9% of the way to VR11?
I ask because if there are 10(ish) VR zones then it makes sense that 1 zone wouldn't add up to 1 VR every time, since there are really only 9 veteran ranks that you actually have to gain.
