I recently went back to the Harborage whilst in Rivenspire, and although I had done all the Glenumbra quests, I happened on a black marker which led to a quest-giving NPC. I thought what the hell, and took the quest anyway, but I noticed it didn't show a level, and the title showed in my quest log in green, does this signify something in particular?

As you probably know, green quests are several levels below yours but not so far below to be grey, why there was no level number I couldn't say.

Ah right, I thought it must be that, but couldn't understand why it was there when I had already 61/61 quests in the region. Ah well, thanks anyway

There are a handful more quests in most regions than what you need for the achievement in most cases.
