Level scaling in Cyrodiil

Am I the only one who thinks that the level scaling you get when you're bellow level 50 in Cyrodiil completely out of whack?
Bound Armor, for example, gives me about 900 extra armour in PvE which brings me at a little over 1100 armour. Because I'm in my early level 30s, my armour rating seems to be capped at 750 armour when I go in Cyrodiil.
Removing equipment keeps my armour rating at 750 too.
I understand that I should be max level in order to really be competitive but, what gives? I can't even try to compensate!
