Are you stuck to the one area when you start the game?

I'm trying to figure out if I'm stuck in the same leveling area whenever I start a new character. In other words, is there a way to get to other starting areas, or am I forever stuck on a line in one area of the world, depending upon the faction I choose? I'm wondering because at level 11, I've kind of run out of stuff to do in my area that doesn't require me moving into mobs that are way overpowered in comparison to me.
Clueless, but willing to learn.

    You didn't do the Starter Islands, did you?

    Did you do the starter islands? I think by making them optional there's a lot of people that find themselves underleveled if they didn't do them.

    Each faction does have it's own starting area. The quest line for that character will lead you to the other areas for that faction as you play. Roll up a new character in different faction to try the other areas associated with that faction.

    As mentioned, did you miss doing the optional starter islands? If so go back and do them. Check the city/town your character first appeared in for the path to these islands.

    So you are at L11 in what area now? What level are the NPC's in those mobs?
    I'm wondering since there may be some things you need to address. Your armor/weapon levels and type of armor worn for example.
