Solar Prison Ultimate not working

I have a Templar with "Solar Prison III" (Ultimate) an upgrade from Nova. Nova worked.
Solar Prison has never charged since I upgraded.
I have two active skills from the Dawn's Wrath line slotted and I use them. I have three passive skills of the Dawn's Wrath line: Enduring Rays (2/2), Prism (2/2), and Illuminate (1/2).
Am I doing something wrong or is Solar Prison bugged?
