Resto staff essence drain heal self?

I can't tell if it does or not. The description only says "heals a nearby ally" but since Regeneration heals myself even though the description only says "Heals two nearby wounded allies" I had to ask.

You are your own best friend, no? In ESO tooltip speak, that means you count as an "ally". Any skill that affects an ally has the ability to affect you.

Thank you - that helps a lot. I think it just gets confusing for me since there are some that it mentions 'healing self' too
