Is PvE Questing In Cyrodiil Broken?

I noticed in the achievement section that I can become the Hero of Cyrodiil by completing each of the major quest hubs quests... only the quest lines in each hub just repeat infinitely and I've never been rewarded a single hubs achievement, even though I've done them all, over and over,... is this a known issue? Something Zen is working on?

Anyone else noticed this?
