believe i have figured the issue on the memory leak/0x000 issue
after tweaking with the game setting in the My Document Folder i stumbled across the D3D9/11 thread. When i play the game using D11 i get Memory Writting issues but when i change it to D9 it runs but i get "invisible" Bitmaps i.e the entire world is gone...
i will attempt to upload Pictures reflecting my findings and will update this post if i find or come across anymore issues.
UPDATE- to my amazement the game is running with D3D9 and its not invisible...
my system - ASUS 990FX Formula-Z 16gb ram AMD-FX 9370 @4.4GHZ Two R9 290's in Xfire

Moonraker✭✭✭✭The game supports D3D9 so it should work.
Using D3D9 will just use less functions than D3D11 so will result in less memory usage. But will miss also those features of D3D11 (DX11) too.0
