Bookshelves - How Do They Work?

First time a character clicks on bookshelves in the game, I get some nice skill ups. After that, it's no skill ups or just one from checking all the mage guild ones.

I have tried adventuring/questing in another area. Waiting for over a week. Still pretty much nothing but a rare increase in something like provisioning.

Then I get surprised weeks later when that character gets several skill ups in a row from bookshelves in a dungeon.

So, exactly how does it work with bookshelves? When is it worth checking them again once you have done the initial check on a new character?

    Random. try checking a bookshelf and relog. it won't be the same.

    It works like the first time you click a new book shelf you have an high chance of getting a skill point but clicking it again, even weeks later there will be less chance. Also has you out level an area, the less chance of getting a skill point and that why when you move to a new map, you usually get a few. I believe also that as you rank higher in the skills like One Handed, the less chance of getting a skill up.

    This isn't officially written but just my observation through 1 character to VR2, 1 to 37 and 3 more to 15.

    There are a limited number of skill books in the game, only so many per skill. And they only raise you one skill level once.

    The book shelves themselves random. If you leave and come back, you should pull different books.

    I instinctively just run up to one press E then ALT rapidly and be on my way. It only takes a few seconds and could have been worth it.
