Can you increase the set effect for crafted sets or is it locked?

On the Hidden Crafting Stations, I’m trying out Seducer for my Templar.

How or can you increase the set effect?

Armor of the Seducer. Reduce the cost of spells by 3%.

Is that raised by level of materials? Or is that raised by Increase Armor and Weapon Enchant traits? Or is that all you can get ever? And does the rule apply to all set pieces?

    It seems to currently be only certain pieces of set armour which scale with level. It's probably bugged.

    Wearing 3 pieces of Seducer gear will confer a 3% reduction in magicka costs on spells. Wearing less than 3 gets you nothing, more than 3 grants no additional benefit. It is not intended to scale, it doesn't work that way. The AC conferred by the item scales with level and you can add a trait like infused to increase and bonus added by an enchantment such as health/stam/magicka.

    I think the OP is asking if you craft the set at say lvl 40 crafting, do you get a bigger bonus to the set than at lvl 20 crafting?

    No. Some set bonuses scale based on the level of the person wearing them (e.g. Warlock set's magicka restore will restore more magicka on higher level characters), but set bonuses do not scale based on the quality or level of the item itself.
