Need help building my sorcerer :(

Hello people of tamriel, i am but a clueless fly in terms of and creating a workable build, i haven't really understood all the matters i should take care of while creating it.
Now that i've reached VR1, I find myself in PvP most of the time since i already have chars in the other factions, and the builds now really matter. What i'm looking for is to be an offensive sorcerer, i made my first weapon set a Single target/AoE'y build (Pulsar and streak work pretty good against groups IMO), however, my second build has been laying there without any real use and i've been experimenting a lot with it to make it viable, i just don't know what to do with it, i wish i could also use sword and shield, but i depend a lot of Dark Exchange, so i find myself stuck with Destro or Resto staff, the latter being the one i had a workable build for too, however, Healing is just not my playstyle as i like to move a lot on the battlefield with the help of BE.
I can easily take down single targets, hell, i did streak on a Vet10 DK vampire before he would pull up his shield and disoriented him then threw crystal fragments to stun him, in the same instant some friendlies came in an dealt with him, it was hilarious.
So experienced MMO people, this is what i ask of thee, what should i make of my second weapon set?, can i use a weapon other than Destro staff?
