A random reset to 0 happens all the time for me but I don't know if it's a bug or what it is.I never seen the ultimate counter randomly resting. The reset to 0 when you use a skill that cost lower than what you have is for balance. If it didn't reset one could in theory hoard ultimate points then spam some incredibly powerful attacks. ex Incapacitating Strike x8

Instead of resetting the ultimate 'points' to 0 when using an ultimate why not give it a cooldown like I suggested in the OP? yes it would make you able to use ultimates more often than now but with the already random reset to 0 you (read it as "I") already use the ultimate so rarely it doesn't even matter if you have it or not.

If you have random resets It means that there is a bug and you should report it.
On the topic of cooldowns.
There isn't any word that I despise more in in action RPGs. I would prefer that the game remains about resource management for everything,

Well I would be quite sad if ultimates are only here as a "you have enough 'points' so here is some extra defense/healing/DPS" instead of being used as a part of a larger strategy. And yes I also think we could use more ultimates honestly as I only use 0 - 2 of the class ultimates in absence of a better alternative/more in line with my character 'style'.Since the ultimate generation and the ultimate skills I used since now seem to work for me I think an improvement would be to have more options in ulimate skills and in morphs. I think they do what they are intended to do at the moment. They are either a temporary boost that can allow you to kill some enemies that you otherwise couldn't or as a last resort escape when you are about to die. I don't think they are meant be a reliable dps source.
It might be being out of combat for too long but the timer is really bad if so as I've lost my ultimate 'points' on a 5 min stroll and I've still had my ultimate after spending some 30+ minuts crafting in town, it's all too random for me...My ultimates seem to be working fine, have one of 150 and the second of 200, and you can see difference when charging up one takes longer.
Always assumed losing ultimate points was a result for being out of combat to long.
