Time freez bug

anyone else got this stupid bug, it happens alot and only in cyrodill doesnt matter if im in a raid or not, everything freezes and i have to close the game and open again so i can play, once at 5-10 min its very frustrating youtube.com/watch?v=OQDMToGe51Q

I got it once in PvE doing an anchor. Needless to say I didnt complete the anchor.
