I have been wonder do the mount change look or does not do that and if it change look what lvl do it is the mounts own lvl or my char lvl??
I'm wonder for me and few friends in game and a discuss this and we did really come to any good answer ourself

The only variation of appearance on the mounts that I know of are when you go to buy one, the horses coats are a little different color and so there are different abilities each has, ie speed, or more stamina.
There is also a tiny cash store available at the official site that has a spotted/pinto sort of designed horse you may purchase for your account.

Basilthwaite - male Nord Templar Ebonheart Pact (unwittingly looks like Hulk Hogan. Trying to find some bright gold breeches to match the persona.)
Arwen Basilrond - female Wood Elf Nightblade Aldmeri Dominion (this character is smoken', but she's been advised to quite due to 'elf reasons!)
Sir Basil Ozarian - male Imperial Dragonknight Daggerfall Covenant (this character is titled, but not entitled!)0 -

For my horse look like in last pic but in 1st same mount have saddle bag and armor ohh well thx for answer me anyway

Now, now, now Wolfshead ^-^ Lets be generous and say that the horses armor sets have not been announced as YET! I'd love to have a femme version of the male stealthy cloak and armor that we see on our launch frames also but don't think its ingame o-0 OR not yet ;o).
The games doing awesome, I'll look forward to new things being put in the future; I've no need for everything I have seen in an advertisement to be instantly available naowwwwwwwwwwwwww.

anfmofo✭✭✭You get saddle bags when u have capacity 20 on your horse. I assume the other visual differences happen if you invest in one stat twenty times also. So yes they do SLIGHTLY change appearance.1 -
