Can Some Quests Be Permanently Missed?

Is it possible to permanently miss a quest if it is not picked up at the right time? For instance, I am doing the first Malabal Tor quest in Velyn Harbor called "House and Home" during which Wood Orcs are attacking the city. While traveling from one objective to the next, I picked up a quest called "The Unkindest Cut" in which a traveler asks me to get his tools back from the Wood Orcs. Hypothetically, if I finish "House and Home" before picking up or finishing "The Unkindest Cut," there won't be any Wood Orcs in Velyn Harbor for me to get the traveler's tools back from. So it seems to me like yes, it is possible to permanently miss some quests if they are not picked up at the right time. Thoughts?
