Stamina is used not just for sprinting. It is also horse's "endurance" for damage incoming, so while you can sprint when you hit 0 stamina, you'll be dismounted after taking tiniest hit.
That's quite logical from PVP point of view - distances are big, and there's a lot of guys who want you dismounted. So you either moving fast or can run away if necessary.

I'm pretty sure it was intended.But you should not sprint with no stamina... that´s the bug.
My point is, it's about sprinting and endurance working together, not separately.I think stamina points on the horse should add to an innate reservoir of endurance that isn't affected by sprinting, only being hit. That way the stamina stat becomes relevant for them again. One can have more carry space, more speed, or a higher likelihood not to be dismounted when the horse is fatigued.
