✭Lore wise? I would say the bosmer.
They took part in the green pack , which made the forest provide for them , but before that , mate those guys could kick some freaking ass.
If they ever leave the green pack, gl winning them.
Gameplay wise? Deppends on what you want to do , but mostly i would go with altmer and dummer. since sorcs and DKs are the best classes right now."Never attribute to malice that which is adequately explained by stupidity."

On a more serious note, It depends on what you want to do really. I like tanking, and have a Redguard I really like for her sword and board bonus. So since I don't play magey people I don't really care for the Breton, for example.Meow.1 -

depends on what you mean by "top" ?
Personally I think
- "Coolest": Khajiit ... I find their dialogue most entertaining, not to mention they're CATS.
- Most arrogant: Altmer.... they're pretty much all stuck up *** bags, 'cept for the Queen
- Most confused: Bosmer.... they talk about not eating roots but I find potatoes and garlic in their baskets & crates all the time
- Most "Macho": Redguard ... I play one so I had to put 'em in there somewhere
- Best Party Animals: Nord... all they seem to do is drink
- Most mysterious: Dark Elves... they're "dark" after all
- Oddest: Argonian.... they're walking, talking lizards, 'nuff said
- Most Stoic: Orc... all they do is take crap from all the other races and never complain0 -
