Flawed mechanics, home/guest campaign bonus switching

Recently we've had an influx of people leaving their previously set home campaigns just to join a campaign where their alliance are dominating the map.
This means that you can bring the emperor/off scroll/def scroll to your newly set guest campaign (which just happens to be the campaign you previously had as home).
For example: Ebonheart Pact picks Wabbajack as their home campaign (which is clearly EP dominated) and then picks Auriel's Bow as their home campaign and keeps all those bonuses gained from Wabbajack.
This in my opinion is flawed game mechanics. Home campaign bonuses should only apply to that specific campaign and not something you can carry around to other campaigns.
