Steed Stone buff - how does it work?

So I have the steed stone buff, 'cause I want to run faster than the horses but I don't really seem to be going much faster than usual.

Is the buff just on sprint speed? Is it on the normal run speed? How much is the buff? Are we talking 1%? 25%? Is there any way for me to see on my char sheet what the actual buff is?

Does anyone have any info?

It's normal speed, I run significantly faster without sprinting with that buff.

Do you know if it's both in and out of combat, or only out of combat active?

I used the addon Rav Speed (http://www.esoui.com/downloads/info423-ravSpeed.html) to measure the effectiveness of the Steed Stone and it was indeed about a 5% boost (checking with and without the stone); so, barely noticeable.

Naturally, I forgot to check if it bumped my speed in sprint as well.

However, the Mundus stone enchanted armour (1 piece) I was wearing didn't seem to have any impact at all on the speed boost, so possibly that's bugged.

I will have to go pick up the Steed Stone enchantment again and do some more testing and if anyone else does any testing, they might post their results.
