Glyph of Shielding (Bug?)

Alright, for those of you who do not know, the Glyph of Shielding reducing the cost of blocking and bashing by x amount. Thus far, the Glyph of Shielding has the same X amount for veteran ranks 3-10. I am not sure if this is a bug or designed that way? It looks like a bug to me. To have no progress in the glyph for 3 different rank sets is terrible.

Are you using the same aspect rune each time?

no, i used both epic and legendary aspect runes to check. It seems it only happens with glyph of shielding. So basically, the glyph of shielding gives the same amount of cost reduction for vet 3-10 for legendary quality, epic epic, and i'm guessing fine quality as well.
