Are deconstruct returns tied to character level or craft skill?

I ask this because of something I noticed with my blacksmith recently. This alt character is level 7, with 3 points into blacksmithing, allowing me to "use orichalcum ingots".

I've been sending my steel and orichalcum weapons/armor to this alt to level up Blacksmithing. However, 95% of the time I receive "no useable item recovered" from a deconstruct. Granted, I should do this more empirically, but I went through about 50 steel weapon deconstructs (white, green, blue) and received ~ steel ingots back. I also went through 20 orichalcum items but did not receive a single ingot back.

So, my question is, if I can use steel and orichalcum ingots, why they heck can't I recover them from breaking down items? Is it because the zone I'm in isn't high enough level to find these nodes in the wild? If so, it doesn't really make sense to me.

I would say its based on the Metal Extraction passive.

Lupinemw, that would make sense, but my main character (lvl 28) whose is a Clothier does not have any points in the equivalent skill (unraveling) and regularly receives base materials after deconstructing cloth/leather items.

I get the odd no usable item returned even at Blacksmith 42 and I have 3 points in Metal Extraction as well. So all I can say is the God's of Random things are as always random

No, I get the same thing. I have a level 10 with lv 25 clothier and every perk in clothier he can get at that level (actually quote a bit) including 2 in extraction. Yet he NEVER gets cotton material when deconstructing. However, my level 31, who has no points in extraction in clothier, and only lv 9 in clothier, gets cotton and leather almost every time he deconstructs. I believe the raw material is based on level (he gets 5-6 rawhide when he decons low level stuff, while the clothier gets 2-3) and other ingredients are tied to extraction skill points.

Not sure on that @Seanolan as my character isn't a clothier I think my level is about 14 in it all from decon and I get spidersilk, leather and all sorts from my decons.
