Tharn speaks quest

Is this working as intended? I am on the AD faction and I was instructed to go to the mages guild and speak to the Tharn. I can't find him anywhere. I can't delete the quest to start over. The mapping system doesn't show the main quest on the map. This is for the lvl 25 part of the quest.
Any help would be appreciated.

✭✭✭✭✭In the AD, he should generally be at the Vulkhel Guard Mages Guild. If he's not showing on the map, it's probably because you're looking at the wrong region.Edited by nerevarine1138 on May 1, 2014 1:08PM----
