No Boss in Public Dungeon?

I was doing the quest line for Shore's Stone Mine in The Rift, and I get all the way to the end of the quest line, I enter the chamber, and no boss, or event, or anything. What's the deal?
I waited for about 20 minutes for a boss, and watched several people run in and walk around confused. So lame.
These public dungeons are a train wreck!
