Eastmarch Lorebook Set Not Increasing Mages Guild Level

Each major zone contains 10 zone specific lorebooks that will automatically increase your Mages Guild level by 1 once you read all 10 books. There are many other lorebooks in each zone; but these 10 specific ones can be found in your journal under the zone name. The zone specific lorebook sets of 10 for Stonefalls, Deshaan, Shadowfen and The Rift all increased my Mages Guild level. The set for Eastmarch did not. Has anyone else experienced this?
