What qualities impact character characteristics such as jumping height and running speed? Is it just Stamina? Do things like armor type impact these qualities? Are there ways to improve this?

I've never heard stamina affecting the height of jump and running speed and I don't think armor type affect jump and run either. I maybe wrong though...

The Steed mundus stone will increase run speed. There may be potions or abilities that do the same, although I don't know for sure. Some pieces of armor grant run speed boosts. I don't believe jumping height is ever changed.

Yep the main way to increase run speed is with the medium armor passive. Steed mundus stone with mundus trait gear would help too. Apart from that, some abilities increase movement speed if morphed correctly. Sorcerer's lightning form is an example of this.

Nothing increases jump height to my knowledge but argonians can swim faster than other races.

Stamina will affect how long you can sprint for so you can run faster for longer

If I recall correctly, the ES games had acrobatics and athletics that controlled those things. Neither of those attributes are in this game.

Back in Morrowind you did yes. Skryim didn't and I am not sure on Oblivion but those skills haven't been around for a while now. The only way to run faster in Skyrim from memory was with a light armor passive.
