FPS drop at portals and certain few spell effects

I have a fairly high end system, and I run a constant 55+ FPS unless I am at some sort of portal in which my FPS takes a massive dive, the orange Oblivion portals, especially, when I move in close to it. Why???
What can I do to repair this? Is this ambient occlusion? I used to notice the same thing happening on Bioshock Infinite, unless I alt tabbed out, and alt tabbed back in, and it totally fixed the issue.
My drivers are all up to date (nvidia geforce).
Is anyone else having this problem and have found a workaround without making huge graphical sacrifices?
