In either situation, she would leave a pair of dice in a prominent location as her calling card to let the owners know who had burgled them. The mysterious ghost became known to the locals as Chance.

Only instance in lore I could remember off the top of my head. But if there's mention of dice in Tamriel, then surely there must be a use for them, yes? Anyone know of any other lore references?
I think it could be a fun optional tie in with the Thieves Guild/ Assassins Guild additions. I always associate gambling with seedy areas anyway. After all, what's a wretched hive of scum and villainy without someone losing their shirt?
Will we ever see any, like maybe a dice game, or a card game of some description?
I am not great on the ES lore, so I am not sure of games played by the population.
But it would be good to see something to allow more people to gather in inns and taverns.

That would be a fun addition, and great for the roleplayers. As you say, it would give people a reason to visit taverns, which could only add to the atmosphere.
I don't know if playing cards exist as such in 2E Tamriel, but maybe a dice game like the Dice Poker in The Witcher, or Liar's Dice in Red Dead Redemption. I've wasted many a happy hour...
After sinking several hours into witcher 3 and loving their card game Gwent, I realize how much fun it would be in ESO. Playing npc's and especially other players, trading cards and obtaining new ones throughout your adventures across Tamriel would be so much fun.
