Silver Leash not working at all?

So I was reading in the notes for the PTR, and It looks like they are "fixing" silver leash so that it will work against vampire players.
But i've noticed since morphing mine that it current doesn't work AT ALL. shoot it once, it hits. press it again....it shoots again. no pull.
Anyone else experiencing this? it's not just against vampire players, i can't get it to work at all.
I just wanted to see if it was just me. i'd hate to have to pay for a respec just for that skill. its damage is too low for a single shot ability with its stamina cost..at this point, it would be better to get the triple shot.

rawne1980b16_ESO✭✭✭✭✭I'm having the same problem.
Morphed bolts to leash because it sounded useful yet it doesn't pull anything, same as you, it just fires twice instead of the second shot "activating" the pull.
Waste of a skill point on a broken talent.0 -

The silver leash only work on undead and daedra (Later a passive for werewolves). When you hit anything else it will only shoot and not pull.
