What is in Riften that has a women screaming "it's here" every 2 seconds. And, is there a way to turn that off? Or kill her?

You can't just kill innocent women.

Every time someone swears, it gets replaced with three asterisks. There's only one three-letter swear word that I know of. I read that in the place of every set of three asterisks. It makes for some amusing sentences.

You can hot key the NPC voices volume and just turn them off and on as you enter citys.
