Great PVP But You Are Forced To Level In PVE

You have to PVE to become a competent PVP player. I can only play an hour or two a day. I started playing the very first day of early access and I am still level 11. I do not mind the slow leveling but I wish to do it in PVP since is more fun. I hope developers give PVP players the option to level in Cyrodiil because forcing PVP players to level in PVE is tough. The best solution is a PVP server to allow PVP players to PVP while PVE questing.
