This is my idea how to make werewolves better, I'm a vampire and I don't actually play a werewolf or know their skills, I've just seen the threads here on the forums.
So, first we make the transformation an active skill, that takes up one of your skill slots (We'll add a passive at the end of the tree that allows the use 1 of class skill while transformed) the skill will transform you into a werewolf for 5 minutes and fears nearby enemies for 3 seconds seconds at the cost of 100 % of your max stamina, it can be morphed to either stun enemies, or changes the cost to magicka, werewolf transformation is instant(alternative morphs: damage increase, or heal.) This skill is granted to you upon completing the werewolf quest line.
Passives:
1)Light and Heavy attacks grant ultimate, active skills grant double ultimate.
2)Damage increased by x% (r2) doubles previous value and increases damage done to snared targets by x%(Only active while transformed)
3)Increases stamina regen in combat by x% (r2) doubles previous value and becomes active while in humanoid form.
4)Activating your ultimate increases time in werewolf form by 1 minute.(r2) allows the use of 1 ability from another skill line while transformed.
5)Grants the ability to devour corpses, healing you and granting you +20 seconds on your werewolf timer cannot be used in combat.
6)Bite, allows you to transform players into a werewolf.
I don't know what the werewolf actives right now, these are just my ideas.
Active abilities cost stamina
Pounce, pounce onto the target dealing x% of damage and snaring them.
Morph 1: Your Pounce now has a longer range.
Morph 2:Your Pounce now has a bleed effect. Long range, gap closer ability.
Razor Claws, flurry rip off from the dual wield tree, cut in a third, instead of 6 attacks, make it 4.
Morph 1: Stuns target for the duration of the ability.
Morph 2: Heals you for 100% of the damage done.
Ultimate ability:
Hircines Call: While within 60 feet of a nearby ally, you and your allies ultimate cost is reduced by 50%. When activated you call forth a spectral werewolf to fight by your side(counts as an ally) attacks from spectral werewolf reduce enemies spell resist by x%.
Morph 1: Pack mentality, you now summon 2 spectral werewolves instead of 1 but they do x% reduced damage each, but also increasing total damage taken by their current target, nearby allies are also granted increased attack speed, reduces the cost of abilities by x%.
Morph 2: Lone Wolf, instead of summoning a spectral werewolf, you are blessed by Hircine himself, granting a x% damage shield, absorbs spell damage and increases resistance to critical attacks, absorbed damage has a x% chance to restore x% of stamina, increased health regeneration.
Note: Can be used outside of werewolf form, activating this ability automatically transforms the player regardless if the werewolf transformation ability is on the bar.
