Not you necessarily Chiefwilliams, there are forum posts all over about nerfing one thing or another that's all. It is ridiculous. And you aren't the only one that has mentioned some notion of upgrade materials being level specific. It is all over.
However, I have noticed that the purples do not seem to drop at my level either (32 or so). Of course, if people find out that if you break those down you have another chance of getting an upgrade item I suppose they will get nerfed also.

That's the odd thing about hirelings. As far as I know, you don't get epic or legends to drop until level 50 zones. But if you use hirelings rights, you get them everyday on unused level 3 characters. You also get whatever ore, wood etc. that your main is leveled for. You'd think you'd just get iron ore from 1/3 hirelings on level 3 characters.

That is the first post I have seen about that issue.
Getting ore, etc. outside of your level range I would completely agree is a bug. But people are talking about if they create 7 chars and have a hireling on each they get the upgrade mats more often.... Of course you do!
If you buy 7 accounts and do the same I suspect you would increase that amount as well!
I started at Imperial edition from Zenimax early access which was Mar 25 I think that's and I started blacksmithing at the go. So assume that I got my hireling on Mar 25. All the way up until now I have only gotten one (1) yellow upgrade material.....
That is not a broken probability...
Now you extrapolate that. If I had wanted to take time out of my day to create, check the mail daily, and forward the mail for the other six characters I have slots for and multiply the 1 plus or minus some standard deviation times 7. Yes, I am aware there will be outliers and mine is just one case. But, that still, does not seem broken. Sorry, it is just not in my opinion.
