Yea I just read it, thanks for referring it to me. It seems though like the issue is kind of stumping everybody about the graphics card...

Open task manager go to processes. Then make sure the task manager is always on top. Then run eso. See if your cpu spikes to 100% if you just walk around the open world

What kind of FPS do you get? I've also got a 780ti/i7-4770k, I get 60fps in most places but it does drop to high 40's at times in really crowded places.

    Sapphire Tri-X R9 290 4gb OC
    AMD FX-6100

Radeon Pro fps cap set to 60, high-priority and aero disabled and I'm dropping to 30fps whenever there is even a slightest population and it doesn't really drop any lower at massive PvP fights.

Getting few new toys at the next week so i'll update if upgrading to SSD or giving the CPU a bit more juice helps anything.

27-35 in places like Daggerfall etc.

    50-70 in the wilds.

    Nearly 100 in some dungeons.

    Amd fx 8350 4.2 ghz

    Msi gtx 780 ti oc

    8 gb ram

I take it your buying an aftermarket cooler. Go for a heatsink with a fan for the CPU, those closed loop coolers are a gimmick, they are still cooling the CPU down by blowing air onto metal, the water is the gimmick.
