How can I switch my home campaign to a full campaign?

The game selected a home campaign for me and I do not want to participate in it as our faction is outnumbered 5 to 1 and all our players are level 10. The campaigns I wish to join are always full, and those are the only campaigns I am willing to play in. So if I endure the suffering required to earn 15,000 aliance points will there be an opening where I can switch to a full campaign? Are they only locked during peak hours or what?
End the tedious inventory management game.
