Grahtwood - The Innkeeper's Daughter: After you set the girl free and kill the bandits you return to "Talk to Nellor" and he isn't at the quest marker (his hut).
This quest is bugged, but I was able to abandon it at his marker and he appeared. Had to redo quest, but it eventually completed.
