eso.exe crash and 209 launcher error

It doesn't seem like Elder scrolls like my laptop that much, I've been trying to get things to work the entire Easter but to not avail.

First it's the 209 error on the launcher. I can't get past this one, regardless of what I try. I've tried deleting version files and force the launcher to update, but it doesn't help at all. I've also tried to edit the host file, but none of the IPs worked to solve the problem. I've deleted some of the version files both on the launcher and the game, had them update themselves again, but no, didn't work. So I have yet to find a solution that works against the 209 error.

Until recently I had the option to just run the eso.exe file, but after this last patch, that doesn't work either. Strangely enough, the launcher manages to update the game files, but after this last update, my eso.exe doesn't run, it just reports a crash error report of an unexpected problem. It doesn't even get to the logo screen, and it doesn't provide any substantial error message or error code.

So I'm pretty much at a loss here, with no idea what to do or try next. It feels like I've tried it all without any solution in sight.
