Does anyone know if weapon passives work without them currently active?
aka:
will "Essence Drain" [Restoration staff] be active if i'm using duel wield, but have a resto staff as my 2nd weapon swap?

Nasuradin_ESO✭✭✭Right above where it describes what essence drain does in the passive, it says "WITH RESTORATION STAFF EQUIPPED"0 -
