While the response I received did not confirm whether spawns were bugged or diminished, it did confirm once and for all that they spawn based on moon cycles. So that debate can finally end.
Players can become vampires by being ingame attacked by NPC vampires called Blood Fiends. In order to do it on your own, you need to go to higher level areas where blood-fiend Vampires spawn, which can occur in any of the three Alliances main provinces: The Rift, Bangkorai, or Reaper's March..
Blood-Fiend Vampires are known to spawn only at night (usually around midnight in-game time) according to the various moon phases, because they fear sunlight.
However, if you are not encountering bloodfiends , you may report this situation by typing “/bug” in the chat window while in-game. Make sure to select the proper category and subcategory, and give as much detail as possible about the issue. Check the "Include Screenshot?" box to include a screenshot of the issue. Please be sure to press the "Print Screen" key on the keyboard before typing "/bug" to make sure the correct screenshot is included in the bug report.
Once all the fields are filled out properly, click "Submit."

Note the part about submitting a report if you think the spawns are bugged. I've been hearing rumors of spawns being seen again this morning, but haven't been able to confirm it. If they are back, an explanation from the devs as to the twelve day dry spell would be appreciated.
Edit: Spawn fix confirmed. They are spawning just fine, now. Thanks, Zenimax.
