What do the power increase/decrease weapon enchants do exactly?

Does it just increase/decrease the damage you do? I'm so confused on this

They temporarily increase either weapon power or spell power. These are stats that factor into active abilities, so while they're increased those abilities will be slightly stronger.

Example: You're using a restoration staff with an increase weapon power enchant. While channeling a heavy attack, the enchantment procs, increasing weapon power. If you used a restoration staff ability immediately after (or while the buff is active), the amount of healing that you do will be increased.
