Here is the base skill:
http://esohead.com/skills/33319-siphoning-strikes

"While toggled, basic weapon attacks restore 4% Magicka and Stamina, but reduce Weapon and Spell Damage by 25%. 10% chance on basic weapon attacks to restore 15% Magicka and Stamina."

Here is morph 1: leeching strikes
http://esohead.com/skills/36908-leeching-strikes

"While toggled, basic weapon attacks restore 4% Magicka, Health, and Stamina, but reduce Weapon and Spell Damage by 22%. 10% chance on basic weapon attacks to restore 15% Magicka and Stamina."

Here is morph 2: siphoning strikes
http://esohead.com/skills/36935-siphoning-attacks

While toggled, basic weapon attacks restore 4% Magicka, Health, and Stamina, but reduce Weapon and Spell Damage by 22%. 10% chance all attacks to restore 15% Magicka and Stamina.

Is siphoning strikes just straight-up better than leeching strikes? Or did the developers just mess up and accidentally wrote "Magicka, Health, and Stamina" in siphoning strikes AND leeching strikes description?

I've noticed that the translation into English and the phrasing for skill descriptions can be very terrible.
I can assure you that Siphoning Strikes does not recover health, only stamina and magicka.

Yeah, only Leeching Strikes recover health, although it's more like 2%, not 4% as stated in the tooltip

I'm finding leeching strikes to be pretty *** in vet zone. That is why i switched.

ESOhead for some reason has the 2 morphs merged into one ability descritpion for Siphoning Attacks. It does not restore health. But I recommend still using it because the heal you get from using light attacks with Leaching Strikes is WAY too low to really make a difference in veteran content. At least from my experience.
