Cant find any armor

Are any of you guys having trouble finding armor starting out? I've noticed other people level 5 and 10 still wearing the beginning rags. Its very frustrating. You can't get armor from quests except in one instance I know of. In addition armorers only sell random pieces that are luck of the draw. Did the ESO staff have their heads in each others asses when they made this game or is it just me? I don't know. Anyone reply back if you have the same problem or a solution, thanks =/

    I had this problem early on, but once I hit around 15 it got better. By level 23 or so all my armor was my level or one below.

    Crefting is the way to go. anyway, crafted gear is better than what you can buy. People who run on levels 5-10 in beginner rags are most likely mules. Otherwise I can't see how someone didn't manage to find anything appropriate by level 10.

    You can even find some armor in coldharbor when you start if you look for chests.

    Or farm mobs. My main goal in running Coldharbour is always to kill everything and loot everything. Run around the room with the watchers a couple times looking for chests and killing atronachs. When in the level with all the traps, go off the beaten path and you'll find lots of chests. You will find plenty of loot; if not to use, then to break down or sell.

    Generally, starting with drops/loot and crafting the rest is the way to go. After checking cabinets and desks in any given city, you should have enough motif items to get started, at least.
