Are graphics mods bannable?

Hey,
I've seen a few graphics mods for ESO that greatly enhance the game's graphical capabilities (nothing more) such as SweetFX and ESOLauncher, but I'm wondering; are these mods bannable?

SweetFX and those like it aren't actually altering the game in any way. Therefore not bannable.

I use SweetFX. The game really looks much better with LumaSharpen. It's a touch too blurry as is.
