Toothmaul Gully group challenge: Bugged?

I've NEVER seen bloodroot spawn or ever heard of anyone killing him, I've camped in there for hours and keep coming back to look, he's never there. I've killed all the other champions in the delves.. nothing happens. I don't think he spawns as he should.

The other 2 5-15 zone public dungeons I got the group challenges easily.

Ditto. Seems there are problems with several of the group challenges at the moment.

I killed him once, on an alt. Never seen him since.

*** bloodshit im camping the spawn place for over 24 hours by now and HE DID NOT SPAWN and no i didi not afk there and do other *** i actualy sit there and w8...and w8...and kill for about 5 hours evrything @ that place but that does not spawn..now im verry pissed whitout sleep and very frustrated...

I opened a ticket about it and received the following response:
"This is Gamemaster Soldaster from The Elder Scrolls Online Team just following up with you about the ticket you placed. I wanted to personally thank you for your patience with not only me, but the ESO team as well. If you haven't already tried please abandon the dungeon, exit the launcher for 15 mins and then retry it again giving the boss time to respawn. There have been reports of this happening to players, but the issue has been known to fix itself. If you have any other questions, comments or issues please do not hesitate to respond to this Email which I will get directly or Contact Customer Support."

He is not directly spawning. You have to kill the bloodroot guardians first. Or aren't they spawning?

No guardian. I have cleaned this dungeon many times and have never seen any guardian.

This is amazingly still not fixed. Boss/Guardians haven't spawned in over an hour and a half.
